Eduardo Negrón-Navas is Counsel for the Corporate Division of Fiddler, González & Rodríguez, P.S.C.
Mr. Negrón-Navas has been active in the area of environmental law since 1978 when he began to develop Fiddler's Environmental Law practice. His practice extends to all areas of federal and state environmental regulation including counseling and negotiating in matters of regulatory compliance and environmental concerns. He has ample experience with the administrative process of the relevant government agencies and regularly participates in the legislative and regulatory process. He is an experienced practitioner in project development, from the site evaluation process, due diligence, procurement process, environmental review, location approval, zoning, construction and operation permitting, as well as analyzing enforcement risks, and negotiating settlements to reduce exposure, liability and costs.
In the energy and utilities business, he counsels developers, operators and suppliers in the deregulated United States electric energy industry, on renewable energy. He has served as counsel to public and private power producers, energy-focused financial institutions, a private water utility and represented a consortium of industries in the creation of a private public partnership that provided for the financing, design, construction and operation of a regional secondary wastewater plant.
He represents clients before the state and federal courts and agencies in the areas of hazardous waste, air and water pollution, environmental permitting, new facilities siting and the development, transfer and divestiture of land and business operations. Mr. Negrón-Navas serves as counsel to real estate developers, government entities, and lenders and financial institutions as well as chemical, pharmaceutical, manufacturing, electronics, food processing, brewing, rum distilling, petroleum, energy, and waste management industries.
Mr. Negrón-Navas is the Editor-in-Chief of the Puerto Rico Environmental Law Handbook, published by Government Institutes, Inc., and the Guidelines for the Compliance with Environmental Law in Puerto Rico, published by the Puerto Rico Manufacturers Association. He has lectured on State and Federal Environmental Laws and Regulations to the Puerto Rico Manufacturers Association, the Puerto Rico Bankers Association, the Chemical Institute of the College of Engineers and Surveyors, the International Society of Pharmaceutical Engineers, and the Pharmaceutical Industry Association.
