The Permits Management Office (OGPe for its Spanish acronym) will hold public hearings on the adoption of two regulations: the Land Segregation and Development Regulation, and the Authorized Professional Regulation.
The Land Segregation and Development Regulation establishes the requirements for land segregation permit applications to OGPe, as well as land segregation parameters and restrictions based on the characteristics of the land. The Regulation requires land developers to assure that proposed projects will have the necessary infrastructure, without affecting the services already provided in the area.
The Authorized Professional Regulation establishes the accreditation and capacity requirements, as well as rules of conduct of authorized professionals and inspectors. An Authorized Professional is a licensed professional in an area related to construction, who is authorized to issue ministerial permits and determinations. The Regulation also establishes recordkeeping and reporting requirements of final permit determinations issued by authorized professionals. It also regulates the OGPe investigation and enforcement powers, and complaint procedures against authorized professionals.
The public hearings will be held on July 29, 2014. The public hearing on the Authorized Professional Regulation will be held in the morning, and the public hearing on the Land Segregation and Development Regulation will be held in the afternoon. The OGPe has granted a thirty (30) day term, which expires on August 11, 2014, to submit written comments.
